CDC Opening Up Guidance Documents

According to this Associated Press article, the Trump administration has “shelved a document created by the nation’s top disease investigators” that was “researched and written to help faith leaders, business owners, educators and state and local officials as they begin to reopen.” According to one CDC official, the scientists were told that the the guidance “would never see the light of day.” Titled “Guidance for Implementing the Opening Up America Again Framework,” there’s both a 17-page report and a 7-page document of “decision-tree” flowcharts “to be used by local officials to think through different scenarios.” When asked about the status of this work in a CNN interview on Thursday, White House coronavirus adviser Dr. Deborah Birx said: “No one has stopped those guidelines. We’re still in editing…It was more about simplification.” However, Dr. Birx has been less than forthcoming and open when answering questions that could put her at odds with the White House, so take that for what it’s worth.

The sections of the 17-page report are:

  • Interim Guidance for Child Care Programs
  • Interim Guidance for Schools and Day Camps
  • Interim Guidance for Communities of Faith
  • Interim Guidance for Employers with Vulnerable Workers
  • Interim Guidance for Restaurants and Bars
  • Interim Guidance for Mass Transit Administrators

The 7-page document contains the following flowcharts:

  • REOPENING YOUTH PROGRAMS AND CAMPS DURING THE COVID-19 PANDEMIC
  • REOPENING CHILD CARE PROGRAMS DURING THE COVID-19 PANDEMIC
  • REOPENING FAITH COMMUNITIES DURING THE COVID-19 PANDEMIC
  • REOPENING MASS TRANSIT DURING THE COVID-19 PANDEMIC
  • REOPENING RESTAURANTS AND BARS DURING THE COVID-19 PANDEMIC
  • REOPENING SCHOOLS DURING THE COVID-19 PANDEMIC
  • REOPENING WORKPLACES DURING THE COVID-19 PANDEMIC

The AP was able to obtain and publish copies of both the 17-page document and the decision-tree document. Here are links to both the “cloud” versions and the actual PDFs (note that the 17-page document appears to have hyperlinks, but they seem to have been stripped out and/or rendered inactive during their posting process):
